Municipal elections and the development of communes in the DRC
Summary:
The non-effectiveness of municipal elections in the DRC has led the country into a complex situation. The difficulty of achieving functional decentralisation on the one hand, and on the other a two-speed management within communes — on one side municipal councillors elected by universal suffrage, and on the other mayors and their deputies appointed by presidential decree. The organisation of municipal elections is thus seen as a solution to this situation through the legitimacy they confer on leaders. These elections present themselves as an ideal path among many others for the political, economic, social and cultural development of communes; they are also a path for the implementation of decentralisation and the learning of democracy and the management of the res publica from the grassroots. There is therefore a close link between municipal elections and the development of communes.
